Yuba County’s strategy for supporting older adults and preventing homelessness through CCE preservation funding.

More than 13 percent of Yuba County’s residents are over the age of 65. The county has faced growing challenges in providing affordable housing and appropriate care services for its older residents, particularly those on fixed incomes. With support from the Community Care Expansion (CCE) Preservation Program, Yuba County is making a positive impact by preserving vital housing options with care and supportive services for vulnerable older adults in the community.

The Critical Role of Licensed Residential Care in Yuba County’s Housing Continuum

In Yuba County, as in other communities across the state, licensed residential adult and senior care facilities, such as Residential Care Facilities for the Elderly (RCFEs) and Adult Residential Facilities (ARFs), are part of a continuum of long-term housing providing non-medical care and supervision to adults who may have mental, physical, or developmental disabilities and those age sixty and over who require additional supports. These facilities provide a structured home-like environment for individuals who might otherwise require institutional care.

The Comfort Haven for the Elderly in Yuba County is a licensed care facility that has experienced significant financial strain due to rising operational costs. This facility is one of the main RCFEs in this small community and its closure would have been highly detrimental to the community. With so few housing options for older adults, due to lack of affordability and the inability to live independently without supportive services, facilities like the Comfort Haven for the Elderly are essential in ensuring that older adults and individuals with disabilities can continue to live safe, comfortable and productive lives.

Comfort Haven for the Elderly


The Comfort Haven for the Elderly provides housing and support for more than 40 individuals, including recipients of SSI/SSP. The residents are not only at risk of worsening health outcomes but are also at an increased risk of falling into homelessness, which could jeopardize their already fragile physical and mental health.

The CCE Preservation funding can provide Capital Project and Operating Subsidy Payments to develop a pathway to support the stability of the Comfort Haven for the Elderly and its residents, providing resources to cover critical expenses and maintain service quality, including:

  • New water heater
  • Resident room upgrades, especially for residents that use mobility devices
  • Commercial washer and dryers
  • Commercial stove and oven
  • Side door refrigerators
  • Solar panels

With additional support, this facility will be able to address the needs of its residents to support their health, safety and ensure that they can live in dignity. Funding can be used to purchase and install a new water heater, facilitating daily grooming needs of residents during the cold season. The facility also plans on updating the residents’ mattresses to keep them comfortable, especially key for individuals with mobility issues.

Yuba County is working closely with the Comfort Haven for the Elderly to align its budget and maximize the impact of available funding, ensuring it can continue serving county residents who are recipients or applicants of SSI/SSP or CAPI and are at risk of or experiencing homelessness.

Yuba County’s implementation of CCE Preservation Program exemplifies a proactive approach to improving essential care and supportive services for older adults. Through strategic allocation, partnership, and a commitment to quality care, the county is building a foundation of support that will benefit its residents for years to come.

About the CCE Preservation Program

CDSS has allocated $247 million in CCE Preservation Program funding to 34 participating counties. Counties design and implement the programs locally and are responsible for identifying and disbursing funding to local licensed adult and senior care facilities that are at risk of closure and serving the CCE focus population of SSI/SSP and CAPI recipients and applicants, so they can continue serving their communities.
