Residential Care Facility for the Elderly Will Provide 300 Beds
WHAT YOU NEED TO KNOW: Supported by funding from the Community Care Expansion (CCE) program, Seniors Housing Redevelopment Bakersfield has opened a newly rehabilitated 300-bed Residential Care Facility for the Elderly (RCFE).
BAKERSFIELD — Today, the California Department of Social Services (CDSS) announced the opening of Seniors Housing Redevelopment Bakersfield, a project funded through the State’s Community Care Expansion (CCE) Program. This new 300-bed Residential Care Facility for the Elderly (RCFE) provides housing and supportive services to older adults who are experiencing or at risk of homelessness, including those living with mental health illnesses, substance use disorders, and psychological disabilities.
“This investment is a testament to California’s commitment to addressing homelessness among older adults and people with disabilities,” said Jennifer Troia, Director of the California Department of Social Services. “By expanding housing with supportive care, we are ensuring some of our most vulnerable residents have the stability and dignity they deserve.”
The project, developed and operated by Real Care Assisted Living, received $14 million through the CCE program to support the rehabilitation of the facility. The funding enabled major upgrades to infrastructure, safety features, and the introduction of innovative wellness programs, ensuring that residents receive comprehensive and compassionate care.
Real Care Assisted Living’s new facility will dedicate all of its 300 beds to residents who are receiving or applying for Supplemental Security Income/State Supplementary Payment (SSI/SSP) and Cash Assistance Program for Immigrants (CAPI). Real Care is partnering with Kern County, particularly Behavioral Health & Recovery Services, and with local organizations, non-profits, and healthcare providers serving older adults experiencing homelessness. Through ongoing referrals, potential clients who could benefit from residing at this facility are connected to Real Care, which in turn can connect clients to other community-based services and supports that they may need to thrive.

In addition to providing housing, the facility will deliver personalized care plans and case management, medication support and wellness monitoring, nutrition counseling and housekeeping services, social opportunities and community-building activities, and a wellness program. The wellness program offers personalized fitness routines tailored to individual health conditions and provides a diverse range of engaging activities such as aquatic exercises, gym sessions, meditation and mindfulness practices, arts and crafts, computer and technology instruction, reading sessions, and music therapy. These varied programs also promote physical activity, mental stimulation, emotional well-being, and social interaction.
WHY THIS IS IMPORTANT: The CCE program is a key component of California’s statewide effort to expand its supply of housing and care, improve outcomes for older adults and individuals with disabilities, and prevent the cycle of homelessness or unnecessary institutionalization. It provides vital housing with care and supportive services for vulnerable older adults and individuals with disabilities who are at risk of or experiencing homelessness, a key component of the State’s Master Plan for Aging.
